Lanak & Hanna Principal Attorney Colin K. McCarthy successfully prevailed in an administrative proceeding against the City of Long Beach on a sizable airport construction project. At stake was a multi-million contract for significant improvements to airport water operations for the Long Beach Public Utilities Department. The City challenged the intended award of the contract on bid responsiveness and bidder responsibility grounds.
After a formal hearing, including testimony by Lanak & Hanna’s clients, in addition to the presentation of exhibits and questioning of witnesses, the administrative hearing officer conclusively ruled that Lanak & Hanna’s client was in fact the lowest responsive and responsible bidder and ruled that the project must be awarded to the client.
